Developing this type of infrastructure requires meticulous policy crafting that takes into account public needs, population pressure, socioeconomic attributes, and the duration of usage. Private infrastructure, on the other hand, is defined as one that is owned and hence exclusively used by an individual or a group of persons. The public infrastructure in question in this discussion is the transport system in the city under consideration, Honolulu. The causes of the massive traffic congestion in the city include the inadequacy of the public transport system. While the local government has instituted a mass transportation system, the rate of population growth in the city has outweighed it. Furthermore, the private transport systems, such as personal cars, have largely contributed to the congestion of the road networks in the city.

Time plays a crucial role in the said growth. It is evident that population growth and expansion are subjects of time. The growth in the number of citizens and the economic prosperity of the city has seen many people afford personal means of transport, which led to the increase in traffic congestion.

To manage the situation above, expansion of the public transport infrastructure is a useful suggestion. Starting with the road and rails components, the local city authority can be advised to decongest the roads by having a reliable and efficient rail system (Hutton, 2013). Indeed, having an affordable, effective, and fast rail network will stand as a viable alternative to private transport infrastructures for the booming middle class. The city can build more rail systems and have modern electric trains that are fast, inexpensive, and convenient for the commuters (Hutton, 2013). Indeed, having a cheap and decent public transport infrastructure will make the private systems comparatively uneconomical and irrelevant. It will bring a suitable solution to the issue of traffic congestion in the city. The pressure on the public transport infrastructures is on the rise in most cities across the globe. Globalization has phenomenally ruined the borders between countries enhancing immigration. Coupled with internal business dynamics, travels, and relocations, cities such as Honolulu continue to experience population growth. The economic diversification and boom in the city have seen many people empowered to have their own transport arrangements. The proposal above will be effective not just in offering the citizens an alternative; it will also win their confidence in the public infrastructures. Besides, it is sustainable and therefore useful.
