The central government outlay for the scheme in the 2010-11 financial year was Rs 40,100 crore.

The Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) is an employment guarantee scheme implemented in India, enacted by legislation on 2 October 2009. The scheme provides 100 days of employment in every financial year to adult members of any rural household who are willing to do public work-related unskilled labor at a statutory minimum wage of Rs.220 per day.

MGNREGA was launched with the objective of "increasing livelihood security in rural areas by providing at least 100 days of guaranteed wage employment in a financial year, whose adult members volunteer to do unskilled manual work". Another objective of MGNREGA is to create durable assets (such as roads, canals, ponds and wells). Employment is to be provided within 5 km of the applicant's residence, and minimum wages are to be paid. If work is not provided within 15 days of applying, the applicant is entitled to unemployment allowance. Thus, employment under MGNREGA is a legal entitlement.

MGNREGA is mainly to be implemented by the Gram Panchayats (GPs). The participation of contractors has been banned. Priority is given to labour-intensive tasks such as creating infrastructure for water harvesting, drought relief, and flood control.
